The FCC images of the DECH-1400A PS3 Tool have been made publicly available for viewing. The images shows various images of the DECH-1400A’s outer shell and inner as well as the user manual. The most significant feature from the internal images show that the Blu-Ray ribbon cable has been significantly reduced (will be interesting to see the new pinout compared to the old one), and the motherboard is similar to the older PS3′s.

Presumably for debugging, it might not even be a true network protocol (e.g. TCP/IP) but just Sony cutting costs by using standardised hardware (unlike MS who have the larger HDD bay on their dev kits).
