Maises has released a computer app named LordSELF, that will let the user edit PS3 SELF/SPRX Files, here is a quote from the readme:
What is LordSELF?
It is a try to clone the famouse LordPE PE Editor
for Playstation 3 SELF/SPRX Files.how to use:
1) Explorer Shell Extension
run LordSELF -> Options “Register Shell Extension”
so you can directly load via right click in Windows Explorer
(requires admin rights once to set registry entries)2) drag & drop self/sprx into exe
3) commandline “LordSELF file.self”

If stuff like this keeps comin out even noobs like me will be able to make our own cfw 3.60
If sony was smart they would dev their own cfw for those who don't like ofw and charge for it
At the very least they would make money off folks they normally wouldn't get a dime from
However, we know they aren't nice or even care about what the consumer really wants

No, this is not a hope for 3.60.
This is an editor for the encrypted ELF files. It gives useful information to the developers and makes it easier to modify them.
I imagine the main use for this is going to be cracking games to run without the disk, or on different versions.

From what i read it might be a way to decrypt those emulation files on the ps3 to allow ps2 and psp emulation just to my knowledge

This is for editing SPRX and Self files, you will find these files in:
dev_flash\bdplayer
dev_flash\ps1emu
dev_flash\ps2emu
dev_flash\pspemu
dev_flash\pspemu\release
dev_flash\sys\external
dev_flash\sys\internal
dev_flash\vsh\module
If you mess with these files, you risk bricking your console, will this lead to 3.60 CFW, No.

what it may lead to are plugins like on the PSP. On the PSP plugins were in the PRX format. On the PS2 we had elf files. SELF and SPRX are just secured forms of those.

I pray to god also that this would also lead people to get an indepth investigation on PS2/PSone/PSP emulator selfs (PLEASE DEVELOPERS IF YOU READ)...
Now I was thinking that prx's on PSP held also the encoding/decoding plugins for filetypes (mp3,aac,atraac,wav,wma...). Would we be able to inject plugins for like FLAC support?(open source). This question also apply for injection video filetypes plugins and maybe even injection code for NTFS native support (through XMB I mean)...
Now I just wonder, how easy is to make a PRX on the PS3 compared to PSP?
Also...
If we are able to create and code/decode SELFs wouldn't we be able to make stuff like a SELF under the PS2/PSP/PSone emus like, let's say a Saturn emulator that when you would insert a Saturn disc on your PS3 it would recognise it as ''Sega Saturn Disc'' and could boot nativelly a Saturn game like the PS2/PSone ones? Again this was just an example, I see why booting from a disc is not potentional on emus, I just wanted to demonstrate a pattern...
