I would actually go the other way and say that graphics can definitely improve. For one Poly count can and will always improve, And i believe the jump from PS3 graphics to PS4 graphics will be a large one in technical terms. The PS3's RSX is the equivalent of 2 6800 (or 7800 forget) in SLI, a single PC card today can demolish that performance wise and if the equivalent power of 2 older pc cards on the PS3's RSX can produce visuals that compare with visuals on today's PCs, imagine how it will be lets say if they used a GTX 590 equivalent, imagine the visuals possible.
