If i enable QA toggle on 3.55 cfw and upgrade to 4.30 cfw will it still be enabled?

That is correct accept you can't see any of the debug settings when on cfw 4.30. It allows you to use the downgrade pup (I have done it myself) to get back on 3.55 (if you choose to do so) as long as you have "System Update Debug" enabled.

My apologies for yet another noob question, but is rebug useful to us casual game players? Basically all I've ever done, and have been quite content with, I download (and occasionally resign) eboots to play 'backed-up' games. Is rebug more for developers, programmers, or the like, or can it be useful in someway to us simple gamers who don't mess with anything beyond simple fixes?

from what I understand you're probably better off staying with kmeaw or rogero if all you're doing is patching eboots. As the new cfws mature that may change, but that's yet to be scene(couldn't resist the pun...sorry). Advanced options and dex stuff are what you gain from rebug, but again, if you're casual that probably doesn't matter to you so there ya go. ;)
