Sony obviously knows the situation they are in. There's no way to completely get rid of the tools so they are taking out the source. The tools and source code were on torrent sites since they were released.
In the end, this may actually hinder the development of the PS4 since they may not rely solely on software sales to pay for the hardware losses if hackers will just bypass their securities and let people create their own software for the console. (for the sake of the hypothetical situation and argument, piracy doesn't exist and people have no will to pirate)
