Besides, he can't accuse anyone for giving him epilepsy since he already had it but didn't know it. The flashes can only trigger the symptoms. He shouldn't be a pilot in the first place. Maybe the US army should suit him for not telling them he had epilepsy and bringing other people and there equipment in danger.
