turned out to be a bad power supply, with the help of a multi-meter and
a soldering iron I fixed it.
I took a few pictures during the process, maybe they will help someone else.

power supply's are fairly easy to fix, the parts tend to fail as open or short
circuits, the part that failed in mine was a short circuit across all 3 leads
and was responsible for driving the step down transformer for the +12 volt
supply.
CAUTION!!
there are voltages greater than 200 volts in these circuits.
make sure the supply is unplugged and left to sit for 30 min
.
