That design wouldn't even power up...you are trying to run the input current THROUGH a capacitor...that won't work.

Move the 1uF cap so that one leg goes to ground and the other leg goes to the output of the voltage regulator. Also, I am not sure that diode will work...it has a very high forward voltage.
