My advice is to wait for some time. The development of this type hardware flashers is very new. I have already seen some companies that are willing to flash PS3's. Within time a lot of stores will be able to downgrade a PS3. another option is to look around for a friend with decent soldering skills.
You can upgrade to 3.72 for now. With a flasher every firmware can be up- or downgraded.
Don't know your soldering skills. As you can see in the pictures this isn't for everybody. Some good knowledge about the PS3 hardware (motherboard etc.) and the way flashing on its own works and knowing the software for it is also a must.
For a one time downgrade I wouldn't take the Progskeet. To expensive for just one time. I think the E3 has the best documentation compared to the Teensy. Teensy is more an Open Source project.
