If you have a PSP 1000 then use the CIPL file that will make it permanent. I think he has a 3K that's why he's not using a permanent bootloader. Hope that helped mate.

If you want to go from ME to PRO, put the PRO files in the GAME folder of your PSP, then launch the PRO CFW UPDATE file, and install the CFW, check your settings to make sure it says 6.60 PRO- B9, if it does then use the CIPL flasher and install that and you should have permanent CFW.
