Not to sound like a minimod but the rules clearly state not to ask/beg for freebies, freebies are allowed but they are only if someone on their own accord says "hey I'd like to give this out just cuz"
Also, you asked for how to download them.... Go to the PSN store after you sign up for PSN and purchase them, you may use a credit/debit card, or my Personal favorite, a PSN prepaid card. 4 map packs x $15 is $60 so just keep that in mind
