All your .psarc files should be in original condition, meaning not extracted by psarc.exe, otherwise the fix can't work (well your pak23.psarc may be split, because it is not touched by the fix).

Well for windows it includes the xdelta3.exe, which is needed to modify the .psarc files. For eg. Linux/Mac you need to install it yourself.

So you need to replace the Eboot and the delete the camera.txt for your fix to work ?? + when you dump it to the fix_windows.bat, does it create a new file 45gb ??
