Firstly it IS because sony want to increase die yields and disabling a faulty core means it still gets used fine, secondly even if you did enable it it wouldn't do anything as none of the games would take advantage of it having been coded for the 6 SPE's that they normally have access to, given the 7th is locked for crypto stuffs and not accessible by gameOS directly anyway
So enabling it would really serve no purpose and chances are its damaged anyway so would lead to potential system stability issues should it be enabled and used.
