Are you saying you want to be like countries that have a secret police? fail0verlow would have released their tools, they would have been taken down immediately and their would have never been a fancy convention for them to speak at because they would be dead. These things may create a nice black market, but they also give police the ability to look one way for some and one way for others. Corruption would run rampant even more so than it already is.
