First, plug in the PS3 power cable, then use the multimeter to test the voltage at the end of the cable (where it would plug into the PS3).
Second, test to make sure that the 12V going to the board turns on and stays at 12V until it turns off.
Third, make sure that the 5V outputs from the power supply don't drop when it is turned on.
