why i can´t solder the wires back on the old place of the mainboard?

a friend told me that there are "stickers" or something like that in form of rings and stripes. he told me that i have to put "these stickers" on the mainboard, and then i can solder it back, because we tried before but it don´t fix/stay on the mainboard.

and i don´t know which other points i have to use to get the power for the fan.
