The PS3 system can only downgrade to the lowest firmware it previously had or you could say the firmware it came with when it came off the shelf. PS3 3K models lowest firmware version is 3.6 (or 3.65 don't remember exactly). Because the lowest is 3.6X there is not a current method in which one can downgrade it any lower.
Asking when is not really going to help, patience is a virtue......
I say wait it out as people are still working on it, it will only be a matter of time, what I recommended earlier with getting an older used system if possible.
