It seems that this is pretty fake. You can see the epileption warning in the begining -> 4.00 OFW, so the chance is big that this is not a jailbreaked console. It can also be that they have found some 4.00 CFW that i'm not aware of lol.

I believe that gta 4 cannot be modded on a not-jailbreacked console.
