It can be modded actually... via system backup-resotre or whatever, you just take 3.55 console, install modified GTA4 game data, then do a backup of your system, go to FW4.0 system and restore u'r data. and you have modified game files. The PS3 reads gamedata as primary and as I know it takes just a few files from the disc.
My thought is still that he hooked it up to a PC, first had PS3 and then switched to PC view, it's the easiest way to do this. also those mods that he is using are avalible for PC only. So far no one has managed to add it to ANY console.
