In my experiences its impossible to mess up the rescue menu/recovery menu (the one that you get into by turning on and off with eject held) if you stick to modifying
only the xmls (Im 99% sure of this), I have managed to mess up the recovery menu when messing with rcos in a few cases, maybe less than 1%.
Eg. In maybe 1% of cases after messing with RCOs ive seen no text in rescue menu which makes it hard to do anything, ive also seen , RSOD, etc. so stick to xmls and minor edits to rcos like adding icons/titles and you will be fine. if you want to try more risky mods to the rcos you would want to have a service mode capable dongle like minimus , teensy , or theres plenty of others. Then you can 99.99% get out of any problem caused by messing with dev_flash.
I have deleted my entire dev_flash before as a test and recovered with a service mode payload and a new pup install , no problem.
Saying all that I cant gaurantee anything 100% and its up to your risk at the end of the day.
