I was thinking with E3 Flasher if my console is NOR Bricked, so I can Boot from the E3 NOR, that's is possible or not ?
I hope some help, because I spend a entire day trying things without success.

you know I've heard a lot of people getting ylod from e3 brick which I don't understand how? ylod is from a solder disconnection from the CPU or GPU from the motherboard which requires either reflow for temp fix or reball for permanent fix which I've done both.
Now if you have ylod well not sure if it's worth trying to unbrick but I have tried unbrick a friends ps3 with no dump backup and just used my own dump and use my guide i put together and worked fine. So try it if you want

However it wouldn't let me install 3.73 so i installed 4.0 and then continued to flash but now it doesn't turn on, it does the whole 3 beep thing and powers off automatically. From what im reading in this forum is that i need an original bios backup and need to solder the wires which i have no problem doing to unbrick, the only problem is i only have a 3.73 bios backup not a 4.0. If you could advise me on what needs doing id be very grateful

I would try to flash your 3.73 dump and see what happens secondly if thats doest work then try my guide by downgrading and reinstalling 3.55 regero which came out a new version to spoof 4.0 but either one works.
From the sound of it possibly the clip to the nor maybe was not installed correctly and touched some pins together resulting in Nor error damaged.
Not sure never heard of that but if that was to happen to me thats what I would of thought it happen.
So solder that wire on there and flash 3.73 you have and follow my guide on page 1..Though this forum erased a lot of pages as I had about 30 explaining similar issues and could of helped but let me know how it goes and Ill try my best to help you out.
