Because of the way sony changed the PS3 firmware schema (boot order) it is IMPOSSIBLE to have a CFW unless we find a way of modifying the lv0 and reencrypt it. So, in fact, we would need the key to decrypt it and the key to encrypt it.
If you all really want a CFW that hard, start reading documentation about the Cell and find out a way of dumping the unencrypted bootloader. That's the main goal of the PS3 scene. And if this happens, then it is game over for Sony (until a new revision of consoles of couse).
But for now, I don't see anyone working on that. So, in short, there will be no CFW unless somebody figures out how to dump the decrypted bootloader.
