I would go to your local game store and buy a used one, This way you can ask to see what firmware it has installed.

I do that all the time they should already have a spot setup to test consoles so just say I want to by a ps3 but I need it to have 3.55 fw or lower.
I never had any problems at any game store with asking them to hook the console up so I can see what fw was installed.
