Try the cheat enabler, thats what I ended up downloading the other day after I failed several times to create a valid eboot. You need the ps3 keys off the wiki placed in c:/Users/YourUsername/.ps3

The elf file wont look like much even after unselfed, however if you visit the codemasters project pages they list the values to search.

so for example eboot.bin of final fantasy 13 starts with the SCE (53,43,45) magic header, once unselfed it should begin with .elf (7F,45,4C,46).

Usually unself with throw an error up if it hasn't worked properly.
