He never mentioned anything about clockspeed on his CPU, so how you can tell whether he's decided to O.C. his processor or not is beyond me. And how you factor that into the mobo's ability to "handle" additional resources it can't make use of is also a mystery, but don't mind me, I'm just certified to build computers for companies for a decent salary...
Let me put this into simple terminology so that we can understand each other: Being able to plug a card into a motherboard does not mean it is the most efficient card for that system, whether it's using a standard clockspeed or above, nor whether it takes an additional 4-pin power connector from the PSU or not. All it means, is that the card is built with the form-factor of said card in mind (I.E. PCI-e x16 in most cases). Form-factor != (not equal) most efficient nor most cost effective solution for a graphics card upgrade.
