No they are not the same thing, a transformer transforms the input voltage and outputs a different voltage and/or current.

A regulator's most basic functions are to 'smooth' the voltage and current usage and to control any 'spikes' in voltage.

They come in many different sizes and qualities, and that is the main reason they are not recommended as the 'cheap and nasty' ones can actually cause more trouble than they are worth.
