Consoles don't contain groundbreaking technology. Yes, the cell was incredibly powerful, but sony don't make graphics chips. or ram. Does the latest graphics card have a 10gb ram chip? no.
Honestly. Stop grasping at straws. Vita is haemorraging money, and sony are already in a tight enough spot. You are not going to see a PS4 with military specs. You're going to see a modest effort, and it'll probably not blow you away. And it ain't coming soon. Got it?

Honestly, take a look at my previous reply to this thread. I called bs and still am. I was responding to the assumption of it coming in two years or more.
Remember that the Cell broadband engine was co-developed by Sony, Toshiba and IBM. Sony also had a huge part in developing Blu-Ray. Its not impossible for them to co-develop a gpu set up as well.
To top this all off, we are pretty well past the usual console generation release interval. So next gen is coming soon. If Sony reacts like they did with the PS3 and release last, they will no doubt stay last in sales like with the PS3. They don't want that.
