Indeed he can, but if he register being in Angola and puts some data from US, Florida and area code/postal and some random data from internet).
Then if he want to use his credit card or buy credits to purchase online, he will eventually will be questioned where he really lives. (And i really doubt that Sony will say...yeah ok we understand you made an account in US or UK because we don't give a damn about your location).
Many users had the same problem, since PSN it's a ***** sometimes won't show content or let you register if your country it's not listed.
