the voltage on both sides of the TH4002 should be steady at 3.3V, no intervals allowed if you ask me
and besides it's called 3.3V_EVER and not 3.3V_SOMETIMES_OR_NEVER.....lol

EDIT:
you could also check pin 5 from IC6005 (the 3.3v regular) to see if it's steady overthere, it should be
