Have you forgotten that Rebug created the first CFW with options of a partially dex-debug CFW on a CEX ?
They are the first ones who tried to make a CFW with debug options (partially debug options).

you missed my point. why would you need rebug (the mfw) with a dex as it would defeat the object somewhat
