Rebug is still CEX CoreOS. On actual DEX firmware that option would work, and it only matters for PS1/PS2 games on DEX since you can't play DVD/BD movies on it.
EDIT : About region changing, it's possible that if you take the entire PSID (not just the target ID) from a broken motherboard of the same model (via NOR dumping) you can swap the PSID and still have PSN access.
