You have to connect your ps3 network and launch TM then class the PS3's ip it find as debug ( dech something if remenber not decr ) and then you will see your target with a nice ps3icon!
From there im still discovering but yes how square said u can use it to mess with file like FTP app...

I'm very far from beying a network n00b.
The bottom line is
1. Target manager finds the PS3 (ps3 and Pc both connected to the same gigabit network,and in the same class)
2. While trying to connect, the PS3 immediately states : Connected from : 192.168.1.xx - the PC's IP and the PC just states "connecting" for about a minute and then times out with "Command timed out"
tested with both Windows XP and Windows 7, both with firewall active/disabled.
