What's the model of your console? If it's a CECH-2000 or CECH-2500, your console probably can be downgraded (use
MinVerCheck to know).
But if it's CECH-3000, you're out of luck and your console can't be downgraded.
There's no CFW above 3.55, that's because you'll have to downgrade.
Jailbreak a PS3 is easier than softmod a Wii, but it's a little dificult to downgrade.
