1.
only preloader 3.1 worked for me to reflashing the ori-cex-backup. BUT YOU NEED a hardware-JIG to enter FSM / with the software fsm method (0.2) i got a brick in the exit-routine... this is for NANDs maybe for NORs it works, dont know...

2.
after reflashing with preloader the ps3 shuts down (you configure it in the cfg-file.. do NOT configure the exit from FSM in the config)

3.
YES. after turning on the PS3 again (still in FSM-Mode) you must flash the DEHASHED CFW 3.55 with the Lv2diag Method from a usb-stick. the files are in the devwiki (no its not the preloader file...). Using FSM-XMB will not work you will get an error..
After flashing the ps3 should shut down itself. Dont turn it on. First check the generated Log-File on the USB-Stick.. Only if all is OK and only then you can conf the usb stick to exit the FSM.

4.
if all logs you checked are ok and you have carefully done all step by step, read all mentioned points here.. i think yes.

This is the way it should work for NANDs-based PS3.

dont blame me if you brick your PS3. It depends on you.
