if you have fixed rrod then the same rules apply here. i have had many rrod consoles fans speed up to full before turning off. a correct fix sorts it out
fix it the same way you would a rrod i.e. same heatgun distance/length of time/cooling period etc

fans hit sonic speeds,yellow light, before the red light i see a blink of green then red light.

conclusion..
heatgun trick, new paste on cell/rsx chips, adhesive to keep plates together, then test. if not the issue then i will look into those solder points i mentioned earlier(see pics on post 6) from what i can tell its to keep the usb hub connected to the board, not sure.
when i get the compound tonight i will get to you guys and let you know.
