If you don't know how to program anything, then start programming in your PC under linux using gcc. That's the best place to start.
If you already know something and you want to go straight to the PS3, then you should use the Open Source SDK because the other one is illegal for you to use and you won't be able to release your apps (unless you do it anonymously). If you release an app compiled with PSL1GHT you wont face legal problems.
