You'll need the key, and if they're anything smart, they add an expirationdate into the key (I would), which means that it doesn't matter if you reinstall (or reset your flash), the key is the culprit then, you would be a moron if you implement a restriction like that and reinstalling would reset it, comeon they're not that stupid.. And if I were Sony I would also add an extra online check to it, so you'll need to reconnect to the sony servers at least once in 30 days, you've got to remember that it's a debug-firmware so they can add much more restrictions as the ammount of users using it are much smaller and the knowledge of those users are much MUCH higher.. But ofcourse they'll also have some sort of unbrick method through the external port..
