There is no such thing as a "software downgrade" or a CFW higher than 3.55, so whatever you are trying to download is fake and probably harmful to your PS3.
You need to establish if your PS3 is downgradeable, use MINVERCHECK from my sig and find out if it is capable of being downgraded to 3.55.
