On 4.11 DEX there is no ps2_softemu.self just ps2_netemu.self you can see that in the pup or in multiman DEX file manager...

I see, never looked in the PUP itself and don't have a DEX, I just went by the secret menu on system information that still listed softemu on 4.11 CEX.
Well either way I don't see why they would have made redirected softemu to netemu since they don't plan on playing PS2 discs anyway.
