Also per specification, IBM's RiscWatch (used for JTAG on PPC) cannot access the isolated Local Store on a spu, that area itself being physically disconnected from the EIB (the bus). This means that even should you have JTAG, other than dumping cpu individuals (fuses) or poking (non isolated) SPE or PPE registers, there isn't much you could do using this.
