This news, it can be seen as Japan being not the main market/ advance as it was for this current generation (and if it was). In this case the reason can be a bit different but less or more, there are more title than previous years being first release/created outside Japan (...just my feeling)
There are others majors games even not release in Japan (Dead Space 2 for ps3, Virtua Tennis on Wii irrc)
Lot of time i saw comments as JRPG are now out of fashion, not good etc... Japan don t create any more good games but that is wrong. It s more others country/company are doing also well and US market being the most important (as it was be long time ago).
And there are still a lot of really good Japanese games (and JRPG), ask @GregoryRasputin about some recent titles fixed...

Also one other aspect is worldwide distributions in electronic goods, now only really specifics products will be release before in Japan.

Edit: @hellsing9 is right, Xbox360 in Japan... it s like Japanese motorbike in motorbike gang in US (forgot the exact term, i watched too much the drama, Sons of Anarchy, with Charlie Hunnam)
