That's locked to the carrier - i.e subsidized for the $199 price - You're paying $199 and have a 2 year contract!!!
You won't get a sim free iPhone 5 for $199. Which is what you get for the £529 in the UK.
There are deals available in the UK for 2 year contracts where the iPhone 5 is free.
Obviously the relevant point is total outlay and an iPhone 5 is pretty much swings and roundabouts wherever you buy it in the world.
