Ok lets look at the situation from a different angle:

this time around it's not fixed eboots that are going to be released but a full blown cfw which means that with 99% of probability peek and poke are going to be enabled and dumping the memory will be possible.

So what does this mean?

It's pretty simple(granted that Blue Dick hasn't somehow disabled/limited homebrews): we won't even need 4.21 cfw anymore because we could just have someone who bought the useless dongle dump the decrypted eboots from the system memory or maybe even extract the keys needed to decrypt them and then simply resign to play on 3.55.
