you seem to have done mostly right. Try this. Put your bios on the sd card and put switch 1 up, then hit start. Dont turn the ps3 off. When all the blue lights are done lighting up, take the sd card and put the downgrade.bin on there. Keep your bios on there with the downgrade.bin. Then put switches down except 6 up, then hit the red reset button on the flasher and then hit start. Then when it is done, turn the ps3 off by holding the power button down. Then turn it back in it should say plug in ps3 controller. DONT, turn it off by pulling power or switching the switch in back. Then put the fsm dongle in the right USB port and then do the power eject. It should turn on and then off by itself. If your USB ports don't seem to be active or have power, then unplug the e3 ribbon cable from the e3 flasher motherboard. This should restore power to the USB ports. If it fixes the USB ports, then go ahead do the fsm, then USB with step 1 lvl2 diag and rogero.pup, then USB with step 2 lvl2 diag, then success.
Before any of this, you should make sure your dumps are good.
