Is removing the heatshields my only option?

So, my fan has been going crazy and I tried changing the thermal paste to arctic silver 5 but didn't make a difference.

Opened it up and saw that there was poor contact to the heatsink. Tried bending the clamps to apply more pressure but no dice.
I then ordered copper plates and applied them and now there's good contact between the cpu/gpu and heatsink but still the fan kicks in high after 5 minutes and the air coming out of the ps3 isn't warm but rather cool actually.

So, I've been reading alot about this and it seems that the thermal compound under the heatplates get dried up as well but I'm really afraid to remove them.
But would this be the probable cause of the fan kicking in even though I have nice contact between the heatshield and heatsink?
