Last time i checked about this service, it was not free and i don t think people should blame Sony to give this kind of "bonus" service and not being able to make it world wide.
It ll be like Sony blaming people to don t come to Japan, buy PSP and game and transfer them on their ps vita or blame the user in US. UE... because they ll try to con the service.

Yeah I see what you're saying, but I remember when it first came out many games were $2-$3 for example and I have read on various forums that some games over the last 10 months have been made available for free once the game has been verified via the UMD Passport scheme.
I live in the UK and on the PS Store here, I have just checked that GTA: LCS for example is £12 and I remember it was £20 when it was first available 6 months ago which is ridiculous considering I have already purchased a copy of that game.
I just think they should've given a lot of discounts to people who invested in a PSP and bought games for it.
