then i install all the dlc (escalation gives me an error every time)
then black ops starts just fine with your 1.13 patch working but none of the dlc is there :/
any sugestions??

You need to finish installing update 0.7 .You don't need any spoof,you already have it with update 7 you probably did not finish the full install like may that fail on this part.
Updates from rebug ,are always 2 step install = Install from USB = Then look in package manager. I am not sure i have update 06 installed so i had to install Rebug_selector_1.6.1.pkg .
What ever you have installed
"Finish the second install" = After open CEX/DEX set the spoof to (4.x)AKA-
Rebug Mode most important is spoofing / then reboot before running ReacPsn ,or it will not work.
If you did not set spoof then you did not finish installing the update 7. I don't understand why so many people install the rebug update,then they think they are done. It is not like that, even the PS3 i bought used had update Rebug_update.355.2_06.pkg installed, but he failed to install the Rebug_selector_1.6.1.pkg. You need to look over what you did cause your PS3 says 355 so you have skipped a step.
The spoof is what patches the CFW vsh files to activate the DLC. Also don't install 113 official install 109 then my Fixed.113.(v3.0).Patch. You may get lucky is you just get your CFW rebug spoofed to 4.0 it may work .If it does not you may have to start all over .
