CEX2DEX is the process of converting a CFW 3.55 machine into a DEX machine (any fw number DEX)
If you had continued to read the artical on those links you would have seen that you need a 3.55 console to use this, you CANNOT jailbreak 4.21, and the downgrader is ONLY for the 3.55 CFW people who updated to 4.21 CFW and want to go back to 3.55 CFW.
