go to ps3 news dot com and you can see in the comments of people that installed it have to say... apparently you CAN install it on top of 4.21 CFW, PSN is working without any work arounds, everything that's been signed for 4.21 is working on it with the exception of multiman but they packaged E3 manager which is just an older version of multiman.
