DUPLEX never stated whether or not they "want" you to stay on 3.55

They make patches to help the people who don't want to update from what they already know

From what I am hearing from many people, 4.21 really is better (so far, please don't kill me for saying this)

I talk to about 10 people regularly on their PS3 status and what is working for them, if you want to update to 4.21, keep your games, find OG eboots (if you really need them that bad just ask around or me) then play games unpatched with virtually no issues (so far)

EDIT: My stance on PSN access still stands how it is and it always will, if you have CFW, you are completely breaking ToS of Sony, I don't care if you hate them or not, it's just not right, for the people who DO play online, now they have to deal with jerk offs hacking online and ruining the game for them (mind you I do not own a game console, I know how frustrating things like this are though)

If you have PSN access, it should be used SOLELY for private games, off of Sony servers, or just chatting with your friends in parties

I don't care what you think of Sony, it's just not cool, no matter how "bad' a company they are, they still pay for their servers, maybe not a lot, but they are meant for people who supports the ToS and purchase games legitimately.
